1. National Standards and Codes

  • National Fire Code of Canada (NFCC): Provides comprehensive fire safety requirements, including those for hot work operations. It serves as a model code adopted by provinces and territories.
  • CSA Standard W117.2: Outlines safety practices for welding, cutting, and allied processes, emphasizing the need for fire watches during hot work.

2. British Columbia Specific Regulations

  • Forest Fire Prevention and Suppression Regulation: Mandates that a fire watcher be present during hot work activities. The fire watcher must remain on-site for at least 30 minutes after the work concludes, unless all combustible materials have been cleared within a 10-meter radius.
  • WorkSafeBC Occupational Health and Safety Regulation: Sections 12.112 to 12.126 detail requirements for welding, cutting, and allied processes, including the necessity of fire watches and hot work permits.

3. Fire Watch Duties and Responsibilities

Fire watch personnel must:

  • Continuously monitor the hot work area during operations and for a specified period afterward (typically 30 to 60 minutes).
  • Be equipped with appropriate fire extinguishing equipment and trained in its use.
  • Have the authority to stop hot work if unsafe conditions arise.
  • Ensure that the work area is free of combustible materials or that such materials are adequately protected.

4. Hot Work Permits

Before commencing hot work:

  • A hot work permit must be obtained, outlining the scope of work, potential hazards, and safety measures.
  • The area must be inspected to ensure compliance with safety protocols, including the presence of fire watch personnel.

Adhering to these regulations is crucial for ensuring safety during hot work operations and for compliance with Canadian fire safety standards.
